<p>The 2010 list of &ldquo;Best Cities For Jobs&rdquo; was released this week.&nbsp; Last week Forbes also ranked Jacksonville #75 in its list of &ldquo;Best Small Places For Business and Careers.&rdquo;</p>
<p>According to Forbes&rsquo; Joel Kotkin, Jacksonville&rsquo;s economy grew 1.4% last year and government jobs there grew 3.3%.&nbsp; Those numbers wouldn&rsquo;t have been a big deal a few years ago, but they&rsquo;re exceptional considering the negative growth in many places across the country.&nbsp; Experts say that metro areas focused on one industry aren&rsquo;t recession-proof, but seem to be recession-resistant, especially college towns, government centers, military bases, and healthcare centers.</p>
<p>&ldquo;The area includes the massive Marine Base at Camp Lejeune, a beehive of activity since the U.S. started waging two wars in Afghanistan and Iraq,&rdquo; says Kotkin, also noting that the area&rsquo;s employment base has grown 22.8% since 1998.</p>
<p>While Marine Corps Base Camp Lejeune and Marine Corps Air Station New River are undoubtedly the area&rsquo;s top employers, there are also a wide variety of civilian jobs in the Jacksonville area.</p>
<p>&ldquo;There are big name contractors hiring local people and former Marines to work on base,&rdquo; Ralph Leeds, director of the N.C. Employment Security Commission in Jacksonville, told the Jacksonville Daily News. &ldquo;People don&rsquo;t realize the big names are here because they don&rsquo;t have an office with their name out front, but companies like Boeing, General Dynamic and Northrop Grumman keep a lot of people employed.&rdquo;</p>
<p>&ldquo;We have been recognized a lot lately for the strong housing market here and the low cost of living,&rdquo; he said. &ldquo;Of course, a lot of it has to do with the base, but Coastal Carolina Community College and Onslow Memorial Hospital are also big boosts to our local economy.&rdquo;</p>

<p class="textBodyBlack">The 64 percent that said  it is a good time to buy is just shy of the 66 percent that said the  same thing in 2003 as the U.S. housing market was racing higher, said  the survey.</p>
<p class="textBodyBlack">However,  most of the 3,451 polled said that it would be tougher for them to get a  loan than it was for their parents.</p>
<p class="textBodyBlack">The survey comes amid signs that the U.S. housing  market is recovering after suffering the worst downturn since the 1930s.</p>
<p class="textBodyBlack">But, while home  prices in some regions are rising, soaring delinquency rates across the  nation mean foreclosures will keep persistent pressure on the market,  according to analysts.</p>
<p class="textBodyBlack">&nbsp;</p>
<p class="textBodyBlack">Fannie Mae, the largest  U.S. mortgage finance company, said that the public still "strongly  believes" in upholding their financial commitments, though that weakens  once people know someone who is defaulting.</p>
<p class="textBodyBlack">Those who know someone in default are more than  twice as likely to have seriously considered stopping payments on their  own mortgage, Fannie Mae said.</p>

<p>According to Johnny Griffin with the Wilmington Regional Film  Commission, a pilot entitled <em>Playing With Guns</em> is set to film  in the Port City.&nbsp; If the show is picked up, it will air on Spike TV.</p>
<p>Production crews are expected to set up shop in the area in  mid-April.</p>
<p>Danny Masterson from <em>That &lsquo;70s Show</em> and Joey Kern from <em>Cabin  Fever</em> will play high school buddies who become cops.</p>
<p>This is the second pilot to be filmed in Wilmington this year.&nbsp; An  unnamed medical drama starring Oscar winner Sissy Spacek is also  underway.</p>
<p>Screen Gems Studios has produced over 350 film, television and  commercial productions.&nbsp; It is the largest production facility outside  of California and his home to one of the largest special effects water  tanks in North America.</p>

<p dir="ltr">For the second year in a row, the  150 foot Tall Ship named "Peacemaker" will be docked in Wilmington.</p>
<p dir="ltr">The ship will be arriving on Tuesday, April 6 for a two  week stay in celebration of both the Azalea Festival and the annual Rims  on the River Car Show being held April 16-18.&nbsp; The approximate time of  her arrival is between 5:30 -6:30pm, depending on tide currents.</p>
<p dir="ltr">The ship is modeled after the likes of Old English Clippers  like the Cutty Sark, but the Peacemaker was built in the late 1980s on a  riverbank in Southern Brazil by an Italian family of boat builders, and  was first launched in 1989.</p>
<p dir="ltr">While in town, the ship will be open for public tours.</p>

<p>&nbsp;</p>
<p>&ldquo;They were recommended to a client of mine and he went from a 570 credit score to over 620 in less than 10 days.&nbsp; I don&rsquo;t know how, but they did it and my client enjoyed working with them,&rdquo; said Sea Coast Realty associate Sherri Pickard referring to the credit clean-up team.&nbsp; Other associates praised American Credit Resolutions&rsquo; quick results too.&nbsp;</p>

<p class="inside-copy">The spring buying season typically takes off in March and runs through May. But buyers who want to claim this year's tax credit &mdash; up to $8,000 for first-time buyers and up to $6,500 for repeat buyers &mdash; must have signed purchase contracts by April 30. And they have to complete the deal by June 30.</p>
<p class="inside-copy">"I expect the buying season will be moved up," says Jim Gillespie, CEO of <a href="http://www.seacoastrealty.com/leebryant">Coldwell Banker</a>. Sales "are going to take off in February and March and really take off in April. ... My concern is that the move-up buyer hasn't thought what they need to do. Their window is really short. They have to coordinate closing dates."</p>
<p class="inside-copy">The average time it takes to get a home loan processed is about eight weeks now &mdash; two weeks more than it used to be, according to the National Association of Realtors.</p>
<p class="inside-copy">The tax credit's impact on 2010 home sales is uncertain. Some economists expect the credit to pull sales that would have occurred later in the year into the first half.</p>
<p class="inside-copy">"The tax credit will absolutely have an effect," says Pete Flint, CEO of Trulia, a residential real estate search engine. "It is going to shift demand from the later part of the year to the first part. January and February will be very strong. The next three months, there will be a surge in demand."</p>

<p class="inside-copy">Sellers should be prepared to appeal to first-time home buyers, who still make up the majority of buyers, according to Pat Lashinsky, president and CEO of <a title="More news, photos about ZipRealty" href="http://content.usatoday.com/topics/topic/Organizations/Companies/ZipRealty">ZipRealty</a>.</p>
<p class="inside-copy">And buyers should expect rising prices in some markets, including San Diego, Dallas, Minneapolis, Chicago and Washington, D.C.</p>
<p class="inside-copy">At <a title="More news, photos about MetLife" href="http://content.usatoday.com/topics/topic/MetLife+Inc">MetLife</a> Home Loans, buyers are being preapproved now for new housing developments; an increase in demand is being attributed to the expanded tax credit.</p>
<p class="inside-copy">"Our spring market got moved up at least two months because of this," says Kent Geschwender, branch manager.</p>
<p class="inside-copy">The tax credit was scheduled to expire on Dec. 1, 2009, but was extended and expanded by Congress.</p>

<p>Wilmington-area home sales continued to show improvement in December, according to statistics released Tuesday by the Wilmington Regional Association of Realtors.</p>

<p>The number of homes sold through the WRAR's multiple listing service totaled 351 in December, compared with 299 in December 2008.</p>
<p>It was the fourth straight month that sales exceeded year-earlier levels, according to the WRAR data.</p>
<p>A string of year-over-year improvements is necessary to show any kind of sustained rebound from the housing bust. April McDavid, then president of the WRAR, said in the fall that it would be 2010 before a truer picture emerged on the housing market's strength.</p>
<p>Sales reflect actual closings of deals. That means that contracts may have been signed 30 to 90 days before.</p>
<p>The average price of a home sold in December was $223,312, compared with $240,147 in December 2008. The median price - the point where half the homes sold for less and half for more - was $175,000 in December, compared with $185,500 a year earlier.</p>
<p>The average time it took to sell a home was 135 days in December, almost even with a year earlier.</p>

<ul style="margin-top: 8px; color: #333333;">
<li>A tax credit of up to $8,000 is available for first-time home buyers purchasing on or after January 1, 2009 and on or before April 30, 2010. In cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify.</li>
<li>A tax credit of up to $6,500 is available for repeat home buyers who have owned a home for five consecutive years out of the prior eight years. The repeat home buyer tax credit applies to houses sold after November 6, 2009 and on or before April 30, 2010. In cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify.</li>
<li>Income limits of $125,000 for individuals and $225,000 for married couples filing jointly apply to all sales occurring after Nov. 6, 2009.</li>
<li>The income limits for sales occurring on or after January 1, 2009 and on or before November 6, 2009 are $75,000 for individual taxpayers and $150,000 for married couples filing jointly.</li>
<li>Homes priced above $800,000 are not eligible for either the first-time home buyer tax credit or the repeat home buyer tax credit.</li>
<li>Expanded tax credit benefits apply to members of  the military, the foreign service and the intelligence community.</li>
<li>Home purchases in 2010 may be claimed on an amended 2009 income tax  return.</li>
<li>Persons who are claimed as dependents by a taxpayer or who are under age 18  do not qualify for a tax credit.</li>
<li>Home purchases from relatives of the taxpayer or the taxpayer&rsquo;s spouse do not qualify for the tax credit. The IRS defines relatives as ancestors (parent, grandparent, etc.), lineal descendants (child, grandchildren, etc.) and spouses.</li>
<li>Married couples are not eligible to claim the first-time home buyer tax  credit if <strong><em>either</em></strong> spouse has previously owned a home.  They may, however, qualify for the repeat home buyer tax credit.</li>
<li>Neither the first-time home buyer tax credit nor the repeat home buyer tax credit have to be repaid unless the home is sold or ceases to be used as the buyer&rsquo;s principal residence within three years after the initial purchase.</li>
<li>Taxpayers must submit a copy of the HUD-1 settlement statement and IRS Form 5405 to claim either the first-time home buyer tax credit or the repeat home buyer tax credit.</li>

<p>Wilmington has evolved considerably over the last three decades. In the 1980s, Wilmington became connected to I-40, a major east-west interstate. The local film industry began to grow with the construction of <a href="http://www.screengemsstudios.com/">EUE/Screen Gems Studios</a>, the largest television and movie production facility east of California and home to the television show <em>One Tree Hill</em>. Wilmington is also home to pharmaceutical research organization PPD and General Electric Nuclear Energy.</p>
<p>Still, Wilmington remains a city with few large employers, creating an entrepreneur-led economy. In Wilmington, if you can't find a job, you create one.</p>
<p>Throughout the historic downtown, art galleries and businesses catering to the film and substantial tourist and "summer home" communities line the streets. City officials are working to foster technology-centric businesses through a project called Wilmington 2.0.</p>
<p>Southern hospitality is alive and well in Wilmington, which local business owners call a warm and welcoming community.
